Operational regulation for operators and users of the Garbigunes

Introduction.

The Garbigune (Waste Disposal Service) or “Clean Point” is a Centre for Selective Collection of Household and Assimilable Waste which, FREE OF CHARGE, is available to the people for them to deposit any materials that can be recycled, reused or valued.

The Garbigune Managing company is GARBIKER, A.B., a public company dependent on the Regional Government of Bizkaia, at the Department of the Environment. The exploitation works of the Garbigune are under said organization, in accordance with the precepts established in this Exploitation Regulation.

Item No. 1: Reception monitoring.

The operator of the Garbigune has sufficient power to admit or otherwise any waste which, due to typology or amount, is not covered by this regulation.

Likewise, the operator has the obligation to:

* Advise the user as to where to locate the waste products.
* Forbid depositing any inadmissible materials.
* Keep an entry register of users and of materials.
* Note the vehicle registration and the amount of waste deposited, where applicable.
* Keep an entry or exit register of waste products to authorized managers or others (empty containers, full containers, delivery notes, etc.).
* Avoid removal of waste by any unauthorized person or company.
* Keep the entire facility in order and in perfect condition.

Item No. 2: User responsibility.

* At all times, the user shall abide by the indications of the manager of the Garbigune.
* The user shall personally deposit diverse materials in each of the containers assigned for the purpose, in line with the nature of the same and in an orderly fashion.
* The user shall collaborate in keeping the deposit area tidy.

Item No. 3: Users of the Garbigune.

A) The Garbigune is designed for the following users:

* Private households.
* Self-employed workers in small household jobs (see Item No. 4: Limitations).
* Small businesses (see Item No. 4: Limitations)
* Offices (see Item No. 4: Limitations).

B) The following are EXCLUDED from depositing waste in the Garbigune:

* Town Councils.
* Town rubbish collecting companies.
* Managers of inert waste collection.
* Industries in general.
* Demolition firms.
* Commerce: Large department stores.
* Repair workshops.

Item No. 4: Limitations.

* Only waste generated in households and assimilables may be admitted.
* Access to vehicles less than 3,500 kg MAW.
* Limitation on volume to 2 m3 and weight to 750 kg per person and per week.
* Tyres: maximum 5 units per user.

Item No.5: Admissible waste products

INERT WASTE: Rubbish, glass, washbasins, toilets…
WOOD: Cupboards, chairs, boxes, frames, doors, beds.
VOLUMINOUS WASTE: furniture, mattresses, bed bases…
PLASTICS: blinds, chairs, tables, toys, packing materials…
SCRAP: Radiators, bicycles, sinks, antennae, barrels…
WHITE LINE: Refrigerators, washing machines, microwaves…
BROWN LINE: Television sets, videos, DVD equipment, music system, computers…
PAPER AND CARDBOARD: Cardboard boxes, parking materials, magazines, newspapers…
TYRES: See Item No. 4: Limitations
GARDEN MATERIAL: Prunings, bushes…
ACCUMULATORS AND BATTERIES
OILS: Household oils, crankcase oil…
GLASS: Bottles, jars…
OTHERS: All types of battery, fluorescent lights, toner cartridges, light packing (yellow container), mobile telephones, CDs, DVDs, video tapes and cassettes, mercury thermometers, toys….

Item No. 6: NON-admissible Waste products.

TEXTILES: Collection by GREEN coded street containers, with the BEROHI insignia, in each municipal district.
PAINTS, AIROSOLS and SOLVENTS (*): only admitted in the Garbigunes of BASAURI, ERANDIO, GERNIKA, GETXO, GÜEÑES, MARKINA and SESTAO.
MEDICINES: May be deposited at chemists.
X-RAYS: May be deposited at the Outpatients Dept.
HOUSEHOLD ORGANIC RUBBISH.
HOSPITAL WASTE PRODUCTS.
COMPANY WASTE PRODUCTS.
OTHER NON-IDENTIFIABLE WASTE PRODUCTS.
